MARPOL – Maritime Pollution Prevention

The International Convention for the Prevention of Pollution from Ships (MARPOL) is the key international treaty aimed at minimizing marine pollution caused by ships. Established by the International Maritime Organization (IMO), MARPOL sets strict regulations to prevent pollution from operational and accidental discharges into the sea.


MARPOL Regulations and Annexes
MARPOL consists of six annexes, each targeting a specific type of marine pollution:

  1. Annex I – Oil Pollution Prevention
    • Regulates the discharge of oil and oily waste from ships.
    • Requires oil-water separation equipment, sludge management, and the Oil Record Book.
  2. Annex II – Noxious Liquid Substances in Bulk
    • Controls the transport and disposal of hazardous chemicals carried in bulk.
    • Establishes discharge limits and mandatory pre-wash procedures.
  3. Annex III – Harmful Substances in Packaged Form
    • Regulates the labeling, packaging, and handling of dangerous goods transported by sea.
    • Ensures proper storage and documentation to prevent pollution risks.
  4. Annex IV – Sewage Pollution Prevention
    • Restricts the discharge of untreated sewage into the sea.
    • Requires ships to have sewage treatment plants or holding tanks.
  5. Annex V – Garbage Pollution Prevention
    • Prohibits the disposal of plastics and limits the discharge of food waste, cargo residues, and other garbage.
    • Enforces waste management plans and record-keeping.
  6. Annex VI – Air Pollution Prevention
    • Limits emissions of sulfur oxides (SOx), nitrogen oxides (NOx), and greenhouse gases from ships.
    • Introduces Energy Efficiency Design Index (EEDI) and Ship Energy Efficiency Management Plan (SEEMP).

MARPOL Compliance and Enforcement
